Equipes de resgate e salvamento do Corpo de Bombeiros de Pernambuco estão na noite desta terça-feira em Sertânia (a 322 km de Recife) para socorrer as vítimas de uma explosão ocorrida no início da noite em um canteiro de obras da transposição das águas do rio São Francisco. De acordo com informações preliminares da corporação, ao menos três pessoas teriam morrido e dez se ferido. Todas as vítimas seriam operários que trabalhavam na obra. O tenente Geron Lins de Albuquerque, oficial de área do 3º Grupamento dos bombeiros, em Serra Talhada (PE), afirmou que não havia condições de avaliar o número de vítimas devido à intensidade da explosão, provavelmente provocada por dinamite. The GOB has rejected our proposal to grant A and T status to U.S. servicemembers coming to Brazil for the PKO South and Patriot Angel exercises. GOB officials have indicated that a diplomatic note with language similar to that used in the past would be acceptable. End summary. 2. (C) Per refs, Brazil's Ministry of External Relations (MRE) has been considering terms proposed by USG on 29 March for an exchange of notes establishing status of forces protections and immunities for U.S. servicemembers coming to Brazil for military exercises, with specific focus on establishing the terms through exchange of notes prior to the upcoming PKO South and Patriot Angel exercises. Per ref C, PolCouns subsequently stressed to MRE action officers that granting of Technical and Adminstrative-level protections/immunities under the Vienna Convention would be the key issue for the U.S., and also provided MRE a non-paper prepared by USG interagency legal experts that delinked the SOFA notes from Article 98 issues and the ICC. Mission MLO officers double-tracked progress on the issue with senior MOD officials, who voiced strong support for securing an agreement that would facilitate the exercises, and indicated that a letter from Defense Minister/Vice President Alencar to FM Amorim would be sent in support of granting A/T status to U.S. forces in the exchange of notes. Rademaker met on 11 April with his Brazilian Foreign Ministry counterpart, Ambassador Antonio Guerreiro, Assistant Secretary for International Organizations (in the MRE structure this includes UN and arms control/non-proliferation issues). Guerreio was accompanied by senior aides from his UN and arms control divisions, but Guerrerio alone spoke to all of the issues throughout the meeting. A/S Rademaker was accompanied by Arms Control Bureau Senior Advisor Joan Corbett, WHA/BSC Regional Affairs Officer Carolyn Croft, AC/NP Special Advisor Carolyn Leddy, NP Bureau Foreign Affairs Specialist Steve Adams, DOD/OSD Attorney Advisor Musetta Johnson and Embassy PolCouns. A/S Rademaker and Guerreiro discussed goals for the May 2005 Non-Proliferation Treaty Review Conference, general proliferation issues, and Article 98. Principal themes are reported below. PRESENTATION ON NPT REVCON AND PROLIFERATION ISSUES: 2. (SBU) A/S Rademaker provided Guerreiro with a briefing on USG views and goals for the 2005 NPT Revcon, and provided slides of the presentation to the GOB interlocutors. A/S Rademaker stressed U.S. commitment to the NPT, and said the U.S. views noncompliance as the critical challenge to the treaty at present. Indeed, in the USG view, the treaty is 'under siege' as evidence increasingly points to some member states undercutting their treaty obligations by noncompliance with the basic NPT obligations under Article II and III, use of Article IV (peaceful nuclear cooperation) as a cover for weapons programs, and ineffective prevention of transfer of weapons technologies to non-state networks. In this regard, A/S Rademaker emphasized the importance of a high standard for safeguards among supplier states as a condition of supply, including Brazil, and urged adoption of the Additional Protocol by Brazil. (C) Over the next few months, Brazil will host a number of military exercises, including PKO South and Patriot Angel SAR. While the GOB has provided its usual written assurances concerning protections for US personnel participating in these exercises, post understands Department of State and Department of Defense want to standardize the protections offered. We should note that in the decades that the US and Brazil have been collaborating on military exercises, the GOB has always respected all norms and immunities concerning our personnel involved in those exercises -- and we are unaware of any incidents affecting US personnel that the GOB did not promptly resolve to our benefit. We understand Washington concern with the lack of a SOFA with Brazil. While the GOB has told us that it will not sign a SOFA, it has also affirmed it would accord to the maximum extent of its laws all necessary privileges to our personnel in Brazil on military exercises.
